iexplore.exe - Ordinal Not Found

I just loaded Windows xp SP3. Now when I try to open IE7 I get the following
error message. "The ordinal 11 could not be located in the dynamix link
library ietutil.dll." How do I fix this?

its suck and i hate it i cant run msn messenger cuz of it and also cant run IE
